How can I reduce the resolution of my laptop on Windows 8.1 integrated camera?

I want to reduce the amount of GB I find myself using Skype conversations by reducing the resolution of the camera of my laptop. I looked on the control panel-> Device Manager->-> front camera imaging devices and right-click on it to see if she will allow me to change the settings for resolution, and I see no option to do so. If someone knows if it is possible on Windows 8.1 at all? As for some, I know that on the Apple Mac laptops can reduce the resolution of the camera with some applications, not otherwise. Thank you!

It wouldn't have a Windows option, it would be the manufacturer of the camera.  If their driver software includes an option, then you can use it. But only your manufacturer or instruction manual would know if your model has all the options like that.

    You cannot add true / resolution of the details of an image that is not captured when the photo was taken. Photo editing applications can adjust the sharpness, remove noise, etc., but they can't add true / resolution details and results may vary, massively, the photo and the filter/tool used (and configuration for tools).

    If you have reduced the resolution of the original image to store it on Google Drive, then I suggest that go back you to the use of the original image (if you still have a copy).

    If it's really just the text that seems really strange.  I repeat what you have already done, copy items to a tim in a new file, and then save after each copy and monitor the size of files.  When you see the file size jump exceptionally fast, do NOT save the new file, and focus on the issue.  What are the benefits?  You paste images into a table as a background fill?

    How did you compose the signature?  If you have used the word or some office products, its probably loaded with unnecessary code.  In Word save as html, but use the filtered HTML and which should reduce the size.
