How can I remove the TopDeal / virus Top Deal?

Basically ads reappear anywhere on other sites. He also changed my homepage and search engine. I deleted the files that I downloaded, but every time I try to reset my safari browser back to google (like the main page and search engine), as soon as I open my tabs / windows it goes back to bing.

I checked my extensions, but there is nothing out of the ordinary.

    Open Control Panel > uninstall programs and search for additional toolbars.

    Start > Type msconfig

    Click on the Startup tab

    Look for the list dropinsavings

    Uncheck all ads by dropinsavings

    Restart the computer for changes to take effect.  You should not see the offers fall after that.

    Don't forget to check the "do not display this message" restart now or the screen utility horse msconfig will appear at each reboot.

    Make sure that the userContent.css file is a CSS (cascading style sheet) file and is not a hidden .txt file extension.
