  You must reset the Photoshop preferences to default.

  then find the "system restore service" and highlight it.

  then right-click on it, select properties and enable/disable some options provided.

  for example, start the service, then finish, then start it again.   In addition, look for the option to set it to automatic.

  also, before leaving there will be a call to load tab.   It should show another service that depends on the system restore feature.   so make sure that all of the additional services that are displayed as dependants are also enabled / started as well.

  Then reboot and see if you can do a system restore point.

  Now to make sure that the problem does not happen:

  1. Click Start, right-click computer and click Properties
  2. click on the link to the system protection in the left pane
  3. in the System Protection options, select a drive letter, and then click Configure
  4. under disk space drag on a number you can live with (I recommend at least 10% of your total).
  5. click on OK, OK
