I want my computer to turn on when I open the cover, how do I set this up

Hello and welcome to Microsoft Answers.

Most laptops are already built to wake up from sleep, if you open the lid, but there is a bit of a plug: it depends on the depth of a computer's sleep is in.  If the computer is shutdown completely and totally turned off the power, open the lid will not (usually) turn it on.  This would be the manufacturer which built computer (they will have to build a hardware device which detects the opening and then triggers the power).  Why WIndows can't he do?  Well, Windows is not running, so the manufacturer will have to incorporate the functionality of the physical case itself.
Windows peut wake the computer when he sees the open lid if the computer is simply sleep, because (without getting too technical here), even in "standby mode" there are still a few 'consciousness' to the rest of the system (Windows is, in some form of tiny, still active).
I'm sorry if this isn't meet your direct desire to turn on, but perhaps it sheds light on why this is the case.
PS. for what it's worth, I use only mode "Eve".  Unless there is an update requiring a full reboot, my laptop never actually gets "shut down."  Sleep in Windows 7 is very efficient and reliable, and I would recommend giving it a try.

    I don't see any option to stop this in the BIOS or otherwise but it annoyingly turns on when you open the lid. I stopped it turn off when you close the lid, but prefer that he remained turned off when you open the lid.

    Have you checked the Power Options OS located in the control panel? Do it!

    (a) open up the Group Policy Editor

    (b) go to User Configuration > administrative templates > windows components > Attachment Manager

    (c) in the pane on the right double click on do not store the zone information in attachments

    (d) select enabled, and then click ok.

    (e) in the right pane, double-click the file type inclusions list low

    (f) select Enabled and then copy and paste the below extensions exactly in the Options and press ok

    I think iTunes might be showing your iCloud music purchases. Go to the menu bar, and unselect display-> show iCloud music purchases.

    Open Power Options - you can do it from the control panel by typing Power Options in the start menu, or by right click on the battery icon in your system tray (right end of the taskbar.)
    Click on "change plan settings" for your current power management.  On the next page, click "Change advanced power settings".  On the box that opens, expand 'Power buttons and lid', then 'action close cover.'  Change the selection to "on battery" to the 'status quo', and then click OK.  Close the power Plan window.
