  I don't remember what I did and I was just wondering if there is a way to do it in Photoshop.

  Select the gray text and lines. move to a new layer (Ctrl + J) and apply a bevel layer effect and estampage stamping with a Burin technique, then drag this image into the red and put it in overlay mode.

  It looks like the oil paint filter, with perhaps a slight blur. (Could be the picture too; every photo reacts differently). Oil paint is located under the filter > esthetics > oil painting. (Note that it is the latest version of Photoshop CC).

  Hello

  I'm not really that new to photoshop, but I can't figure out how to make this background effect. I'm sure that the noise filter was used and I thought that the wind one as well. I am referring to the grainy groundswell or anything either. Also how are the waves of light made of? than just a blur?

  

  I've recreated a background...

  I painted on the back with soft brushes to generate a light model not unlike that of the original image.  Then I added a little noise, it fades a little, then used the feature of blur to give streaks.  Then a few extra paint, burning, dodging, USM to taste.  Work slowly, subtly.  Set your brush at a low rate and use the screen blend mode when adding light to a stack of image or layer.

  Make the foreground reflection I did a new layer with just the car, blurred motion, he, then hidden so just that at the bottom would show.  We can do more, as the overlay to an image of car returned with a very low opacity and progressive blur using the Gallery of Blur and something like the tilt/shift function.

  If you try to reproduce the effect of the menu at the bottom that move upward and stays there for the rest of the scroll to the bottom of the site, then it is possible. This effect is possible by using the effect of Parallax of Muse.   Seems to me that table borders are distinct from the partially transparent GIF files.

  Just a guess, but they may have made an image with texture, then paint on a mask to make it transparent.  The tip is positioned in the HTML code that it overlays the background and properly aligned on the text.
