  In CS5, there is demand and called "expand or restore Frame.   It is not possible that you are trying. Shortcuts can handle only a single menu command name. The command being the last point. Other menus of the parent are not considered.

  You can create your own shortcuts under Edition > hotkeys (probably in the menu of Photoshop on Mac).

  Sorry, I agree that it is missing in action. I don't know of a workaround, unless someone has written a script. Scripts can be called with keystrokes.

  Trying to simulate the use of keyboard shortcuts, including function keys, is almost always an exercise in futility.  Your end user's web browser gets dibs on the F keys as well as any other key combination that sometimes you want to reserve for its own use.  No matter what you do, you cannot override it with what you do in the Captivate content.
