  Click the account icon that was locked and enter the password IF you know and otherwise:

  Try Safe Mode - several times, press F8 that you start. The Admin account there is no default password
  so unless someone has changed, you should have access there. Then Control Panel - accounts - users
  Manage another account - use this down your user account (to the lowest level) APPLY/OK
  then go back and reset it to the Admin APPLY/OK - this clearly allows corruption. Do this several times.
  Then fix the password in your usual account. Do not forget to leave your account administrator if you
  wish.

  If no joy Mode without failure:

  Try this - use the hidden administrator account to lower your user account (to the lowest level) APPLY/OK
  then go back and reset it to the Admin APPLY/OK - this clearly allows corruption. Do this several times.
  Then fix the password in your usual account. Do not forget to leave your account administrator if you
  wish.

  Make another Admin account with your password and use it to fix the others if necessary. (just for
  repair, don't use regular account, not a safety valve) always keep a spare ADMIN account.

  DO NOT LEAVE THE ENABLED LSA OR USE DAILY. If it corrupts you are toast!

  To create a local user account, go to: Configuration | User management | Users and click on 'Add '.

  Simply fill in the username, password, check and groupname.

  GroupName is the Group Client VPN that you want the user to access.

  If by "all tables", you mean all the tables/views in the database, including those in the SYS schema (such as V$ session) SELECT ANY TABLE are not enough. To display tables/views of SYS, you may need to look into SELECT_CATALOG_ROLE or SELECT ANY DICTIONARY. For security reasons, I prefer to create a role and grant select necessary findings and then grant this role to the developers.

  I activated the account "guest" and even tried to create a new. Both times, it says "preparing your desktop" the first time I connect, then an error message appears on the way in which it cannot load Windows Mail, and then I get a blue screen - like wallpaper is there, but there is no office. Bar none start, no icons, just a cursor that I can move, but I can't click anything. I have to ctrl + alt + delete and log out.   Unlike some other subjects that I looked at, I am unable to create a new user account at all.  The list 'manage accounts' is totally empty (do not list me).  Windows 7 Professional, new Dell Inspiron Zino HD.
  

  Sorry, I forgot to mention that you must open the Console with elevated privileges. Log on under a user account that belongs to the Administrators group, then do this:
  1. create a shortcut on the desktop pointing to cmd.exe. Call Console.
  2 right click on the shortcut to the Console, and then run it as administrator.
  3. now type the commands I gave you before.
