  If you press the ESC key when you turn on the computer, it should give you a start menu.

  There are several ways to do this - method you choose may depend on what you need to accomplish.

  Follow a few ideas.

  Go to synaptics.com, download pointer driver for your operating system and install.

  You have the choice to disable the pointer of the ps2 that is touchpad.

  Disable the ps2 pointer indicated as mouse.

  I have a new HP laptop with Windows 8.1. I HATE the charms bar. It is very annoying.   You can make a registry change using the following key:
