How to edit and save a pdf within a Web site

I have several users that is 200 users on my site and I want to be an editable pdf, what I want each user to edit online and save the information. I can access and modify pdf online in the site, but it does not save the information which user enters. What should I do to save the information, that all user types? Also, do I need to configure separate pdf for each user, I think Yes, but how do I configure pdf for each user?

The only other web sites that can do are SharePiont sites and even in this case the PDF file is checked, downloaded to your system and open in Acrobat, where you can modify the PDF and then save it to the SharePoint Server.
