    I think you have no chance because the Toshiba Recovery CD is mostly delivered with the laptop and you will find at the disk, only the drivers of Toshiba.

    You will not be able to buy English once for this model of laptop.
    I suppose that you bought this laptop in Russia, and so you have a disc of recovery with the Russian language.

    If you want to use a Vista in English, you will need to purchase a full version of English Vista and then you could install it on your laptop.

    There is also a package of Microsoft Vista language that allows you to change the language of the OS, but it only works with Vista Ultimate version.
    Your Vista seems to be a Home Premium and so it will not work!

    You have been discharged into a temporary user account. It may be a glitch, or your user account may be damaged. First try a system restore when things worked. If it suits it, fine. If it is not then your account is damaged and the best thing to do is to create a new user account and copy your data from the old to the new.
