How to keep the 2 versions of a synchronized book?

I'm working on a project that will be 2 different versions of a book (several docs in a container of book).  The two versions will be very similar, except there will be differences in the text and one of the books will also have some documents not included.

I'm trying to understand the best way to organize this project.  If we create two different sets of documents, then whenever we do a general change, then do it two times in the two sets of documents, potentially doubling our work.  If we have a set of documents, then we could create two layers in these documents for the difference in the text, but then going questions building the book because the pagination is different between the two books, and going to remember to enable the correct layers in individual documents.

Someone has had experience with a situation like this, or do you have advice on how we might handle this?

Have you looked at conditional text?

Different pagination between versions will always be a problem if the text flow is different. You can manage this with paragraph styles that start at the top of a page, "Resync" the departure of the portions of the documents; However, this can leave awkward spaces. If you just wanted to say that repagination would be necessary to take into account absent or present files-chapters or parts of content, automatic page numbering takes care of itself.

You will need to remember to toggle a specific condition or set.
