  .. you will see that I said you don't need SP2, you can go directly to SP3. This may or may not solve your problem of download, but I do not think. If my suspicion is confirmed you can try to download on another PC or use another browser like chrome or firefox?

  If your computer was shipped with pre-installed XP it's called OEM.  If you want to re - install in this case you would need a copy of XP OEM.  A detail would not work with your OEM key.

  How you try to install Windows XP Home Edition?

  You may receive an error message "Stop 0x0000007B" in the following scenarios:

  (a) a device driver that your computer boot controller needs is not configured to start during the startup process.

  (b) a device driver that needs your computer startup controller is damaged.

  (c) It can also occur if the hard drive in the BIOS configuration is bad.

  You can check if the SATA hard drive is correctly configured in the BIOS (Basic Input Output System) & can also update the BIOS. If you are not comfortable to do, you can contact the manufacturer of your computer for help.

  Note: Changing the BIOS / chipset can cause serious problems that may prevent your computer from starting properly. Microsoft cannot guarantee that problems resulting from the configuration of the BIOS/chipset can be solved. Changes to settings are at your own risk.

  It is very rare that the system prevent access to such a degree that you can reach even the approved methods of activation. And a Normal relocation usually gives you the time to all features (30 days) before resorting to the reduced functionality because it has not been activated - and even reduced feature allows you to access enough to be able to activate.
