  There are a number of ways...

  1. assuming that it is a laptop, there will be a physical to turn off wireless switch, or a depression function key.   Go to start / search and type in regedit.exe and enter and then double-click on the program icon that appears.

  Go to: HKCU NT\CurrentVersion\Accessibility

  Clear the value of Configuration and quit the Registry Editor (but make a note of this in case you want to restore or whatever it turns off).

  Narraror should now be disabled (and perhaps a few other accessibility features - but this problem will be solved).
