HP ENVY 700-059c: 10 Windows cannot set up a homegroup on this computer

The message I get when I try to put in place a homegroup on this computer is "Windows cannot configure a homegroup on this computer". I tried everything that was suggested on troubleshooting of the forums that I searched the web on this problem but without success. I am trying to create a network with your computer and a Dell 64 bit of Windws 10 laptop.
Two computers on the same workgroup and I can set up a homegroup on the Dell, but when I try to join the homegroup on the HP I get the same error message. It has been suggested that I have delete the Group residential Dell and put in place a new homegroup on the HP, but HP won't let me set up a new group of residential. Where am I wrong?

As I said in my last post, I had no chance to get all of my network to the top, but after going through the fixes proposed by WAWood I realized that fixation on the establishment of a group residential wasn't getting me anywhere. I decided to search the web forums for a solution for the operation of "Peer Networking Grouping" of service, something I had not been able to do (strangely enough by clicking on the button 'Start' a billion times has absolutely nothing) since this mess began. Here are the procedures that seemed most likely to have success. First test was to change the registry using a suggestion of:

These two patches, apparently has not changed anything, but when I went back to Services and double clicked on grouping network of peers, and then clicked on the 'Connect' tab I found that the "Local System account" is selected and the box "Allow service to interact with desktop" was checked. Since I knew my many visits in this tab that it wasn't the way it was configured initially, I checked the properties of the service directly under it (Peer Networking Identity Manager) the tab 'Connect' showed that this account has been selected, and the term "Local Service" was in the right text box to the right of this account. In the two boxes just below this text box were two boxes labeled password and confirm password boxes contained 14 points. I decided it looked a lot like what I remember that the log on tab of the properties of "Peer Networking Grouping" dialog box has been initially configured. I returned to the journal of Peer Networking Grouping tab and made properties the following steps.

Chose "This account" and deselect "Local System account".

"Local Service" text typed into the text box next to "this account".

Delete all the points in the 'Password' and 'Confirm password' boxes

Clicked on apply

Clicked on the tab general and click the button start (Yay he actually started)

Restarted the computer

From there on, I was able to set up a homegroup, and then I was able to reach him this homegroup on my laptop connected wireless and viola, I have a network.

Thanks to WAWood for set me on the path to try to get the 'Peer Networking Grouping' service running as my ultimate goal.

    I fixed it.  Just so you know, the only thing I did was to connect the new computer laptop into the router with the ethernet cable, is gone in the homegroup settings, set the password, and it took.  I then unplugged the Ethernet and everything remained the same on WiFi.  I have nothing else to other computers; I don't have to disable or uninstall Norton 360.

    Try this - Panel - Device Manager - CD/DVD - double-click on the device - driver tab - click
    Update the drivers (this will probably do nothing) - then RIGHT click the drive - UNINSTALL - REBOOT
    This will refresh the default driver stack. Even if the reader does not appear to continue below.

    Then, work your way through these - don't forget the drive might be bad, could be a loose cable or
    slight corrosion on the contacts (usually for a laptop) and other issues.

    Method 1: Try to start the computer using the last good known Configuration and check if you can successfully start.

    Method 2: I will suggest you to do material clean boot and check to see if you encounter the same problem.

    1. right click on my computer-> properties

    2 Hardware tab Device Manager->

    3. right click on the sound card, video card and NIC, one by one, then click on turn off

    4 restart the computer.  If the problem is resolved, you can then enable the devices one by one to find the exact mechanism causing the problem

    After you find the device that is causing the problem you can solve by installing the latest driver or replacement of the unit.

    I will also propose you to check if the boot priority is set on hard drive and check if you experience the same problem.

    * So what the hell is happening? Sorry, but am getting very frustrated by that. I noticed that windows creates a file called windows.old. Avoid the old windows, it's an empty hard disk, and it was an installation of full version. NOT an upgrade. As to why my product key does not work... not even me angry by publishing what I've seen elsewhere in these forums. I DO not pay another $200 for a different product key. This one should work. I just opened this "thing" to do the installation. So if this key was stolen, it was stolen that microsoft has packaged discs.

    Can I safely delete this file called windows.old (assuming that I can always go back to windows 7)? Do you think this has nothing to do with the problem? Or should I do what ppl do upgrades mean that they have to do... Reinstall win 7?

    Now that address my other question as much as me have allowed difficulty delivers windows boot is seen? I see that windows 7 is a file boot.ini as previous versions of windows. I would like to see the "command-line" some win 7 has instead of boot.ini file uses. I suspect something may be there that causes the driver signature error... and tried the 'bootrec' methods above doesn't solve anything for me.

    Thanks a lot for your help in this matter. (Once I get the verify signature driver disabled it goes straight in win 7 and win 7 works fine.) It just will not be disabled whenever I start my pc. I always have to fight to get the window that gives me the ability to disable.)

    (1) in Device Manager > right click on the driver, and then select uninstall

    Reboot and Windows will reload the driver

    (2) remove the upper & lower filters that cause errors in Code 31

    Follow these methods.

    Method 1: Follow these steps:

    (a) restart your computer if you have not already done so. There is always the possibility that the error Code 31 that you see was caused by a temporary problem with Device Manager. If so, a simple reboot can solve the Code 31.

    (b) have you install a device or a change in the Device Manager, just as the Code 31 error appeared? If so, it is very possible that the modification caused the Code 31 error.

    (c) cancel the change if you can restart the computer and then check again the error Code 31. Depending on the changes, some solutions may include:

    Remove or reconfigure newly installed unit.

    Restore a version prior to updating the driver.

    Use system restore to undo the Device Manager recent related changes.

    Well, the first thing I did was put in the installation CD and reboot to try the thing "repair your computer".  Charge, said he found a problem, said he has fixed the problem and restarted.  But it always hangs on the same screen of the error.

    So I tried to hit Enter and then F8 as it said to do, but brings me right to the error screen.  I'm stuck, there is nothing that I can do, and I need this computer to work tomorrow.

    Another interesting note is that the recovery on the installation CD tool identifies my system installed Windows Vista... wtf.
