HP Envy 700-214: installed new CPU. When you restart it don't post.

Hi, I installed a new processor in my computer. It is 100% compatiable I got from hps website. I've updated the bios. I went into windows and restarted my computer, but it woudn't post. Whenever I restart it post. I I go into the bios and simply save and exit it don't post either.

Return the new processor.  Otherwise, take your PC to a competent PC repair shop when post errors can be properly diagnosed.
