HP Pavilion DV73020SA laptop computer Wont Boot, how can I trouble shoot issues of power?

Hello...  First time posting here so I hope that it is in the relevant section.

I have a HP Pavilion DV7 - 3020SA Entertainment Notebook PC

s/n {removed privacy}

p/n VL110EA #ABU

64-bit version of Windows 7 Edition family

Laptop [2 Yr Old] had only the normal HP and updates windows 7 and work perfectly before its last closure [2 days]. The problem is the following:

If the power on button is pressed. All the lights flash once. Fan starts then dies of the machine.

I tried to boot the laptop with or without the battery connected, but the result is the same. I am aware that these machines have overheating problems & have been careful to avoid this by making sure that the laptop are always well ventilated. I had no previous problem.

It takes about 2 seconds for the closing process to complete, without ever getting the windows logo or offering a chance to access Bios. I think it's a hardware problem.

I used a multimeter to determine if the power supply HP failed. It seems to work properly at 19.5 volt. I removed the hard drive and checked that its still viable. It seems to work very well. I am a fairly competent user and comfortable disassemble the machine if necessary. Any help would be appreciated. Thnx

Power output may drop when under a load as load or when the notbook is started and running, or both.
