You can:
1. use the unlock code you generated to enter BIOS
2 disable all passwords that are enabled in the Security menu of BIOS.
3. If the request for current password - enter the unlock code
4. for the new password, simply press the ENTER key
5. repeat the same thing to check the password column.
6. then exit the BIOS saving & exit option to save the changes.

You will find the information you need to clear the password in Chapter 4, page 38 ignition.
Wait 30 minutes before reconnecting the battery CMOS, not 5. You can even leave unplugged and the main battery and start the laptop only with the adapter a/c with TWO disconnected batteries. But at least, you must leave the disconnected main battery and start with the a/c adapter.
If this procedure does not remove the power on password, your predecessor active rigorous security in the BIOS, and this will be your chance to get a new laptop for your new position, like the one you have currently will need a new motherboard to be useful again.

This means that someone who has used the laptop put a power on password in the BIOS. He did not by himself.
Some computers laptops, generally older, may have removed BIOS passwords by removing the battery from the RTC for a few minutes. Yours is the older type and the manual, see page 36, shows how it is possible

You should not have a password to reinstall Vista.
Microsoft prohibits any help given in these Forums for you help bypass or "crack" passwords lost or forgotten.
Here's information from Microsoft, explaining that the policy:
There are several methods to reinstall Vista.
There is no Windows Vista downloads available from Microsoft.
You can contact your computer manufacturer and ask them to send you a set of recovery disks.
They should do this for a small fee.
To reinstall Vista using their recovery disk/s, you start from the 1st recovery disk they provide and follow the manufacturer's instructions to reinstall:

And if you have never received a recovery disk when you bought your computer, there should be a recovery Partition on the hard drive to reinstall Vista on how you purchased your computer.

Ask them to the proper key sequence.
Some manufacturers have more available Vista recovery disks.
