I am administrator but I can not edit and save the host file, it says: need administrator permissions, but I and the administrator?

He always tells me that I need to have administrator permissions to do things I have to do, but it shows my id as an administrator.  The comments say there is a way to change so I am logged in as an administrator and not as standard users, but I don't seem to be able to do.  Please give VERY detailed instructions.  I need to add an ip address to my host file to test something and I can't seem to manage it.

Try this:
1 log in under an administrator account.
2 disable UAC *.
3 edit the file.
4 turn on UAC.

AFAIR you could also change with an admin account when starting mode safe.

* = UAC user account control. Click Start, click Help, then search for help on UAC to see how toggle.
