I suggest that you contact regardless of the authorities you need to obtain the documents that you can complete manually, or alert the server administrator web management of the visa application. Yet once, most likely a server problem, not a browser issue.

  but after you have entered your serial number of cs5.5, the installer will search your computer for cs3.  Unable to find the Setup program will present a drop-down list of previous versions.  Select cs3.  you will be prompt to enter the serial number for cs3.

  Enter the correct number at the right time and proceed with the installation.
