  Maybe I have not understood your question, but I wonder if you use import from another catalog when you use the import lower-left button in the Lightroom window.

  Lightroom is not a file browser that you can point to a folder and view its contents: images must be imported into Lightroom, and a folder that you have not imported anything from will not appear in the files Panel.

  My guess is that you try to import an image using import in a different catalog, which can produce this error message.

  The Lightroom Catalog is a database that contains references to all the photos you import, and I also contains all changes you make in Lightroom, as well as the metadata that you add to them.

  To import images, simply click on the import button and look for the folder that you want to import from.
