Download and install the free software "Autoruns" from Microsoft:

When you run this program, click on the "Startup" tab and wait a minute or two.  It will give the list all the programs that start with Windows as well as a checkbox next to each one so that you can selectively disable one of them running when you restart.  Using the random approach, disable selected, restart and see if your problem goes away.  When you find the source of the problem, you'll probably know how to deal with (or you can leave it unchecked).
