  Thank you very much for your answers. As you suggest, I went to the help/updates and found that 3 points were scored update, Manager, 13 Photoshop and first elements 13 elements. On a hunch, instead uncheck one of them, I thought I'd see what would happen to let update all 3. It took a while, but, long story short, stopped the happy Vangogh and everything seems fine.   Go to add/remove programs and see if PC Cleaner is in the list. If so, then click to remove.
  Then go into Windows Explorer. Research on Windows/System32 and see fi there is pcsd.dll and delete it.
  Then go to regedit and search for any mention of PC Cleaner, PC Cleaner and remove these entries.

  Change the settings of the REGISTRY can cause serious problems that may prevent your computer from starting properly. Microsoft cannot guarantee that problems resulting from the REGISTRY settings configuration can be solved. Changes to these settings are at your own risk.

  Then see if you still get an error of PC Cleaner.

  Check to see if the problem exists in Safe Mode, if the computer works as expected in mode without failure, then we can solve the problem in the clean boot state. There is an application which is set to start when you start the computer and which launches the installer of Windows.

  I have a laptop running Windows 7 Home Premium 64-bit.  The HARD drive is configured to have a small partition for reserved system, Partition C for the system and the Partiton E for my files.  D drive is the DVD ROM Drive.

  Very occasionally when I try to open the my computer Explorer window is white and I get a message that I need to format the drive F.  I did not have a permanent Drive F and when this happened had no other connected devices.

  Drive F is often used, as are other drive letters, by various devices from time to time, such as external hard drives, Flash, my TomTom SatNav players, camera, readers of cards etc.

  Can someone explain why this happens and if I can do something to stop what is happening in the future?

  Some Dell computers hard drives are extremely sensitive, if your computer is DELL' consider the technical service. Because if you run recovery, you have a headache.
