  I want to clarify if this happens when you start Windows after logging in or before opening a session on windows.

  Method 1: Disconnect all external devices (printers, scanner, USB (universal serial bus) readers, etc...) Except the mouse and keyboard > restart the computer and check

  If this solves the problem, then add back devices at a time until you discover the piece of hardware causing the issue.  Then get any drivers\software update for the device.

  I have no idea, but it is not required for Vista so I could uncheck it and see what happens.  If something that you want to start does not start all double check more of her and you will know what it's for.  If everything works fine, then there was no reason so that it starts in the first place (since it is not part of Vista, and you don't know anything about in reference to any other program), so you have done a bit of cleanup.  It may be remanants against malware that your AV software removed but missed this point (it is so very good to remove it).

  Everything works fine now. The problem has simply disappeared. Must have been a bug (as usual) Microsoft that they have patched up finally. 4 years too late, you mind.
