I just be reformatted my computer and now when I turn on my lap top it takes a user name and password

my computer aka the computer dell laptop starts, but before it goes to the screen of welcome I have to logg microsoft XP and I don't know the user name and password

If you reformatted your computer / reinstalled Windows XP, then you entered an administrator password twice, possibly with a security issue, or you have left all these blanks.

Try:

-Username: admin - password:
-Just to fill the area of the administrator user and press enter

In addition, if you load to the Welcome screen, now try the CTRL + ALT key and tap DEL twice.  This should give you CTRL + ALT + DEL logon box.
