  I'm not 100% sure, but I don't think you should have to change your password to recover your gamertag. However, if you have forgotten your password, then that's a different story. Also you should be dealing with xbox live support instead of windows live because they are the one who can access your account. Try xboxlive.com then go support here. I see that you have someone call you.

  I think that when you enter the wrong password too many times, (3) you must wait 24 hours for the server to reset the login for this account.

  This avoids using a pirate program which can enter thousands of passwords per second, looking for a match.
