The message says that my version of Safari is outdated or not supported.  From this moment by the entire machine is up to date. I'm running OS 10.11 and run Safari v9.1. In addition to the normal brand of course everything is updated, I deleted the browser history, cookies and disable / uninstalled all my plugins and extension.  Interestingly, I ran a test on the https://www.whatismybrowser.com/ site and it has detected my browser to Safari v4 Snow Leopard with support for HTML 5.  So I created a second user account and verify that the same and all Web site works perfectly, Safari v9.  So, what's my next step? Should I delete (possibly) of my user folder to solve the problem?

  Choose Preferences from the Safari menu, open the Advanced tab, check the box to see the menu expand if necessary, open the menu and change the setting in the submenu of the User Agent.

  I managed to get it sorted today. Had to completely uninstall the InDesign and remove preferences. Once reinstalled it managed to find updates ok and install the tools of dps, I needed.

  Are you running iOS 9.3.1 correct?   9.3.1 was supposed to solve a problem of links in Safari.

Close Safari completely from the window of the selector app by double clicking the Home button and slide up the preview pane of Safari until it disappears from the display. You may need to search the Safari part covering scribbles to the left. Then go to settings > Safari > clear the history and data from the Web site. Then perform a forced reboot. Hold down the home and Sleep/Wake buttons simultaneously for about 15-20 seconds , until the Apple logo appears.

  If this does not help, try disabling the Suggestions of Safari. Settings > Safari > Suggestions of Safari to off (not green).

  Depending on the browser you are using. If it's Safari, check the updates in the App Store.

  If you are up to date and the site still does not work, try a person's hand to your Bank and find out what are the minimum requirements for their site. They can use Flash or Java. No way to know without asking them.

  You need to take it to an Apple Store with a dated receipt to prove that you are the original owner/purchaser. It's possible Apple may be able to release the lock. We can not help you with it.

  The latest version of Safari is 9.1. Apple page on this subject is here. Perhaps the reason best/only to use an earlier version if you are using an older version of OS X (pre 10.9.5) or a former Mac (before Intel processor.) You told us all this, in your question.
