I have a plan from month to month student. I want to change my University offers for a reduced annual plan. How can I do so? Can I cancel my subscription in progress, then buy a new one?
Well, you can check the same with the team of cancellations they might give up to off the cancellation fees, because you will always subscribe to a different plan.

A support person please contact me as soon as POSSIBLE. My subscription ends on 25 August and I want to change my plan. It is outrageous that there is no way to contact you guys, this is ridiculous.

Even if Adobe employees are sometimes on the forums, it is above all a forum for users and not an official place to contact Adobe. (More, it's the show you have posted in, not a support forum, so I'll try to have a moderator your message to the appropriate place.)
There are ways to contact Adobe on its Web site. But first, have you tried this page? It shows you how to easily manage your account by yourself without having to try to contact Adobe.

How do I change my subscription options and renewal CC?
Currently I have a subscription to 'Creative cloud for the teams'... and in the upper right corner it says "date of renewal; September 4, 2016"
Now, I have a few questions;
(1) I don't want any kind of automatic renewal...
How can I turn off this option, and it would be possible to send me a reminder so that I can decide if I want to renew it or not?(2) I would also like to change my subscription method, since I now have access to all Adobe applications... which is great, but I didn't need them all.

If after setting the language and installation of Adobe Creative applications, you discover that they are in test mode, then it is possible that your subscription may not understand the requested language. You can find more details at the launch of products creative cloud in test on non-English operating systems. CCM, CS6.

I want to extend my subscription, but I can't seem to update my my the New Zealand credit card payment information. I used to live in the United States and continues to ask me for my State and zip codes etc. We don't have those in New Zealand. Help?
The country store & the Adobe ID, payment details must be same.
For tax reasons, it is not possible to change the country associated with an existing Adobe ID. To work around the problem, you can create a new Adobe ID to the e-mail address associated with your existing Adobe ID see the link for instructions:

I have a creative cloud account. I use credit card to pay monthly fees of €49.99.
But I want to change my payment via Paypal.
There seems to be no option to switch between credit cards and paypal?I was on the phone with support for more than an hour. Spoke to three different people. None of them had any idea.
I said to cancel the CC account. But it seems that when I do that, I'll be charged €60,49 per month.
