  The program usually produces a message to this effect and provide advice on how to disable the software on another computer NOT the message "must have a product calling."

  This message means that the OP is trying to install is an upgrade version and Setup not found previously installed usually version/s it can be upgraded.

  Of course, install Adobe products can be a bit hit and Miss, so you may be correct - the OP may need to disable the program on another computer and to transfer the license to the new as you suggest.

  If it's a new laptop, then I suppose that the operating system is also the most recent.

  Photoshop Elements 5 is a very very old and not supported on the latest operating system like Windows 8.1 or Mac 10.9.2
