  Hello. The access code on your iPad is the code four or six numbers you will need to enter to unlock the device. It has nothing to do with the verification of your Apple ID or two-step. Are you able to unlock your phone? If you are, then please describe the steps that lead to your problem.   I see from your post that you are not able to enter the country code for the South Korea when setting up for your Apple ID security two-step verification of your Apple ID as much as possible is always a good thing, so I understand your concern.
