Image have not download but I was charged

On 16 June, I reported a problem with an image that did not download on my computer.

I was asked by the representative of cat to wait 2-3 hours because Adobe and related services were the maintenance of the system and IT / Web team worked on that.  I have a transcript of the chat conversation.

I waited until late at night, but I needed the image in any case to illustrate a message that was to be posted the same evening.

So I connected to my history of account/license and tried to redownload the image.  I tried 4 times, until I finally got.

But now I was charged for 3 licenses above that I needed.

How can I get a refund, since it was not my fault

I see you the #100144932 image license three times. I gave you 2 credits for your account picture. Next time you sign in Stock, you will see the additional appropriations in the navigation bar.
