  Try to drag the images "Deleted photos to remove" back to collection published as if you added them for the first time (i.e. for service publication in the left column) - he will probably get into a State "forthcoming."

But, as all photos automatically appear on my Mac without be imported using cable, I have to do the work twice and delete photos first iPhone and Mac. iCloud library is disabled on all devices because I have a lot more photos to 5 GB and I don't want to buy extra space to iCloud.

  You have my Photo Stream enabled on your Mac and your iPhone?  This will transfer the pictures to the library of Photos on your Mac, if my photo stream is active on both devices.

  If you don't want your Photos to automatically import to your Mac, disable my photo stream on the Mac and the iPhone. Once your Mac import the photos in my photo stream, removal of the photo from camera Roll iPhone does not remove the photo of the Mac.
