Impossible to install applications on Windows Store, keep say pending

I have a problem installing apps through the store window.  He repeats to me waiting and it turns into not able to install.

I need an assistant because its does not work correctly...

Method 1: Reset Windows Store Cache.

Follow these steps to do so.

a. on the desktop, pressWindows key + R to open the Run dialog box.

b. typewsreset.exe and pressenter.

Now, try to download and install apps.

    net stop wuauserv
    Rename c:\windows\SoftwareDistribution softwaredistribution.old
    net start wuauserv

    If everything has been removed from the computer and a Windows.old folder is created, then it is probably a Custom Installation or the reset which took place in the computer. But anyway, let's verify the present question in the computer.

    I get an Error 1317 when you install the application on windows 7 ultimate.  Always when the application attempts to create menus.  Always the path c:\programData\Microsoft\Windows\Start Menu

    Some applications if they have a choice to not allow all users on the system to access install ok.

    But more recently Adobe reader 9.3 and lighscribe software and graphic editing software all have had this same problem.  All these products all say they are versions of windows 7.

    One of the workarounds I've read is to start downloading from another connection, pause the download bit after it starts and then continue with the original connection, if desired.

    I'm on a 64 bit system and at a loss to know what to do as all of these applications have been working well a few days ago. To see the message "Update to 8.1 free" now, but to be able to do anything about it or may not be able to view my photos as I had been is quite frustrating. Any ideas on what to do from here?

    Right-click on the Temp folder and select Properties.
    Click the Security tab at the top.
    Click on change.
    in the pop-up box, click on continue.
    Click on Add.
    in the white box, type the Word users, starting with the capital letter U.
    users settings check that the following has a check mark beside it:
    Read & execute
    Content of the file
    Read
    Now click on apply
    Now click on ok
    your programs can now properly use your case temp again.
