Impossible to uninstall the program; Permission errors

I'm trying to 'Uninstall', an unwanted program, but I get a message that I don't have permission to do so, check with the administrator system or something to that effect. I am the owner of the computer, and whenever I ask which is the system administrator, it says I am, but I get no permission flag. How to take control of my own computer and do what I want?

Thank you, Bob
