  Personally, I prefer to have ToolTips set up instantly and maybe a way to make them disappear if they get in the way.   Which cannot be changed without having a bad effect,. The name "Document fonts" is special. When you compress a file with fonts in a folder using exactly this name, InDesign know that these policies should be open and will be used in the document to the other end. If you name this file anything else, InDesign ignore fonts and the recipient will have to open the fonts manually.

  If you have decided to change the folder names, you will need to do once the package created, perhaps with a script.
