Your provider must support the encryption before you can use this option. Thunderbird is just warning you that your provider is not juggling with time and by using this service.

Bar select Tools-Account Settings menu and change to password Normal if it is the encryption that you ask the subject or the value None connection security if that's what you ask the subject.
