It takes 3 clicks... can I change it?

Running Windows 7. Here at work, it is common for me to open several windows at once. Not always, but often when I click on an icon in the toolbar, a window appears displaying a list of each window located on the tool bar, I guess that so you can choose which window to open it. Because of this, it will take 3 clicks to open the window, I chose. Apparently, the highest percentage of Windows users don't click the icon they really wish to open or MS would not be built in programming. That means when I click on the window toolbar icon I want to open, I'm the odd duck in the room. Is there a way, a toggle switch or something that I can choose to say my Windows 7 when I click on an icon in the toolbar, it's really the window, I want to open then forget the menu thingy and just open the window, I chose? All ideas, suggestions, comments someone wanted to offer will be greatly appreciated. Thanks, K.

Not sure that I followed you 100%, but if I have, see http://windows.microsoft.com/en-GB/windows7/change-how-buttons-appear-on-the-taskbar and "never combine" or perhaps "combine when the taskbar is full."
