Lack of 3d tools in Photoshop CS6 extended

Hi everyone, I thought I would ask for help here before that I'm going through the agony of technical assistance from Adobe. I just installed upgrading CS6 Design and Web Premium yesterday. Received my e-mail for the free update yesterday morning and everything went very well for download and install as far as I can tell.

Both the screen flash so that the Photoshop CS6 extended screen show, yet I have no 3D tool at all, either in the menu or the toolbar. This is the case as well with my laptop and desktop.

I have the latest drivers for my video card and 'use the graphics processor' is checked in the preferences.  Will I be stupid and lack of something (quite possible), or not someone had a similar problem or suggestions.

the desktop system specifications:

Windows XPpro 32 bit SP3

graphics card: ATI Radeon HD 5450

4 GB of RAM

425 GB of free disk to work

CS6 with 3 D does not work with XP OS.

Will need to migrate to Windows 7 and 64 bit with 8 GB of ram for all benefits.
