Lack of background color


I'm a newbie just work on the Adobe Dreamweaver tutorial. It tells me to go to modify > page properties > click the background color box, and then select black (#000000). I did, and the background color is always without color. When I open the page in Safari, the color black is there in the background. It is also in the code...
I also tried that before that with a large image background. He would not appear on the page in Dreamweaver, but was in the code and when I opened it in Safari. Please notify. Thank you very much!

The IE Options for accessibility and the colors were not the solution, but by going to control panel, I found other accessibility options and had the function of "High contrast" which forced most of the elements without color and also made most of the invisible extra boxes (no border).

    For clarity, I have inserted a picture to express what I'm trying to say.

    The background color for my div is a chocolate brown. I was wondering if there is any way to create a background for the text for each link in the div? So, the text would have a background with a different color?

    I am trying to create something that looks like this:

    Does anyone know if it's possible to do? I need to create separate div in the file files main div for it?

    I just upgraded to Firefox 42.0 and, unlike previous versions, the setting of background color in 'Content' no longer works. In the settings page, the indicator 'Background colour' changes the color I choose (not white) in the choice of color theme, but each time I open an empty window background color is always white.
