This looks like a physical problem with the keyboard itself, possibly a break in a driver somewhere that all these characters are 'related' on the layout. Something like that would still show as working properly in Device Manager.
If this is a desktop computer, then it should be easy to try another. Laptop keyboard is usually quite easily exchanged too.

I learned that from the PSE 6, PSE uses the serial number of the HARD disk and not the letter of the reader to access the content.
