    You must use a W8.1 OEM Pro installation disc or a flash drive in order of the OEM key work.

    If you use a disk for installation of the retail or the media of the W8.1 that you downloaded from Microsoft, those will not work.

    I suggest you to contact HP technical support to the country that you live in and order a set of HP W81. Recovery disc OEM Pro for at least one of the machines.

    One of my colleagues brought me his personal computer to the difficulty.  It's a phone of 2011 which has Win 7 pre installed on it (OEM with a recovery partition).  It has no support for the version of Win 7 and she never bothered with the creation of recovery media or to order the installation media, but since its purchase, it has upgraded to Win 8, then 8.1 and finally Win10.
