My computer won't let me turn on automatic updates

So when I start my computer (Windows Xp 64-bit), it is said that automatic updates is disabled and my computer may be at risk, when I try to activate updates the window 'Security alerts', it tells me to go to the control panel and when I turn it on nothing happens... I tried to run all the tools to 'Fix' and nothing seems to work, your help is appreciated.
