  It could be that your picture is too large with respect to the dimensions in pixels for the well blur tool run.

  If you zoom in to 100% you see no change when you use the blur tool?

  What are the dimensions of the image in pixels?

  (Image > Image size)

  If you try a small image, the blur tool work?

  What happened when you use the mouse instead of your Tablet?

  Can you at least tell us what operating system and version of photoshop with your?

  Looks like you may have a virus or other malware. Get your updated antivirus program and boot into Safe Mode. Note that some viruses can hide from your normal antivirus program, so you really need to scan in Safe Mode.   I've updated to the latest version of Photoshop CC, and the Quick Selection tool does not work. I am able to make a choice, and then when I try to make multiple selections, I receive the ball well filled, and then nothing is selected.

  I have preferences in the performance, the value Panel "Big & Flat" in the historical and 'Basic' Cache in the settings of the graphics processor. Thus, the operating system is up-to-date.

  At the same time recording tool was not possible and if you install Adobe Scriptlistener plugin Adobe will disable the recording of the tool its never an option.

  I use and record the actions all the time and was looking forward to the registration tool when Adobe announced it.  But I found what they delivered was very limited because of the restrictions. I don't like that Adobe disables the registration on my machine tool.

  The amount of data that gets reorganized also seems to vary between machines.  I found that Action recorded on a fast machine are not usable on a slow machine.  Recorder fast machine too much data.

  I recently bought a 2nd hand Toshiba Satellite x 200-219. Had some problems with it that I have overcome now, except one... The touchpad does not work as it should. I think that the cable has been damaged at some point.

  So I'm wondering if I should use the same ribbon cable to connect the keyboard to the motherboard or can I get one of a different model of PC Toshiba laptop?

  I tried searching on the net for advice but have resulted in nothing so thought I would try the forums.
