  Sorry to hear about the problems you are having with your iPad. The good news is that there is a solution for your problem. In the case where you have locked your iPad with mistyped password six times, you will need to connect your iPad to your Mac or PC and do a full restore from iTunes.

Now, my ipad is formatted and asking me to sign in to your apple ID, but when I enter the original password apple id, it shows login apple is locked.   Looks like Apple Watch your friend's locked to her iCloud account activation.

  Since you said that your friend uses no more than Apple, I guess it was more his old iPhone either. So, here is what you can have him follow these steps;

  1. On a computer, go to iCloud.com.
  2. Sign in with your Apple ID and open settings.
  3. Under my devices, click on your Apple Watch.
  4. Click on next to your device.
  5. Click on delete to confirm.

  You describe Activation Lock, which prevents the unauthorized use of the iPad if it's lost or stolen.

  They help, only potentially, if you were the original purchaser of the iPad and had proof of purchase (e.g. an original receipt with their serial numbers on it)-it won't help with second hand machines, you will need to contact the person you purchased in origin, only he or she can potentially remove them from their account (disable find them my iPhone Activation Lock - Apple Support).
