My payment didn't go, and now I can't reactivate my plan

For some reason my subscription payment didn't cross and now whenever I try to reactivate my plan to resubmit my payment information, nothing happens and I can't use any of my applications. For three weeks I tried to get help on this, and it's not for a lack of trying. If there is no way to reactivate my plan, I would like to know, and if I terminate my plan I will do to start a new one. ANY contributions to this issue would be great.
