Need help, deactivation of old activation for Adobe Premiere elements 13 dead computers.

The fundamental issue is that I need to disable the old activation of installs that are now dead computers.  The OS has been corrupted and I had to reformat the hard drive.  I tried to implement the cat to adobe support, but it will not highlight for me click on leaving me with the only option to do so through the forums.
