  As for CS 2 activation servers have been closed to download and activate please see,

  The new Photoshop is a subscription version.  You don't need an older version, and there is no discount for buying.  Even if you are looking to get CS6, there is no way to upgrade to CS3, so eventually you get the full version anyway.
