By substitution, I assume you mean replace. I save them on my computer using iTunes and the system records the last backup.

    What iOS has been used to create the backup initially? Is it possible that the backup was performed with iOS 9.x and replacement has only iOS 9.0? Check what iOS is on the replacement iPad. If this is not the last and the original device was later, then you will need to put in place the iPad like new, update of iOS, then go into settings > General > reset > erase all content and settings. Then you can restore the backup to iCloud.

    Without the password, you cannot restore the encrypted backup, so will have to put in place the new device as new from scratch anyway.  Do not enable backups on this new device and you'll be fine.

    The requirement for encryption would only "carried on" for the new device if you know the password and where to restore the backup encrypted on the new device.

    You must update your new iPad 2 air to the latest version of iOS.

    Settings > general > software update

    Once you're on the latest version, you will be able to restore your backup.

    Update on the new iPad iOS 9.2 then back up to the fact that the system should be available.

    Windows backs up only the files that are changed after a recent backup of windows process. This kind of backup is called incremental backup where only the changed files are saved.

    The full backup is a combination of incremental backup as well as the changes made to the computer after the incremental backup.

    Configure the iPad 2 air as new and update just like you said. Then go to settings > General > reset > erase content and settings. Now set up the Air this time using your backup to iCloud.

    Restore you from a backup (iCloud or iTunes) from the old device?  It is the only way to get your message history to the new.
