  I have set up a link to a report (reporting book navigation) in a dashboard, when I click on the link to the report that it opens in a new window. However, the download/copy/print options in the report.
  
  I checked the saved original report and see these options, but they do not see the up at the opening of the dashboard report.
  
  Can anyone suggest why this might be the case?

  I guess that you're pointing to report directly to the link Destination of Briefing Book. Don't point report.
  Create a page in the same dashboard and place the report (what you want to navigate when) in the newly created page and in the Briefing Book link Destination, select this page which will be under the dashboard.
  Now hide the newly created page.

  Have you tried to do a few more space in your Android device.

  Try to move all the pic/app on the memory card and then try to new downloadning plugin for printing from HP.

  Chromebooks does not install any software.

  Printing from such a possible using Google Cloud Print.

  As the 2540 deskejt does not support ePrint, it cannot be used as a stand-alone and must be installed on a Windows computer or PC, then configured as a printer classic chromebook as shown below:
