No program will run/launch. Error "the application failed to start because its side-by-side configuration is incorrect."

So the title pretty much says it all. When I connect to Windows Explorer of my profile does not even start. I have to manually start explorer.exe. I looked through my files and they are still intact, but for some reason when Windows is supposed to be the start nothing runs, making it so that I can't run any of my programs. Someone has encountered this problem before?

Thanks for posting your query in Microsoft Community.

This occurs on computers that are not Microsoft Visual C++ 2008 installed.

Install the latest Windows service pack and all the Windows updates available and check if it has already solved the problem.

If this does not help, turn off User Account Control (UAC) Windows.

Open user account control settings by clicking the Start button , and then clicking Control Panel. In the search box, type uac, and then click change user account control settings.

To turn off UAC, move the slider to never notify it the position, and then click OK. If you are prompted for an administrator password or a confirmation, type the password or provide confirmation. You need to restart your computer for UAC to fade.

Now download and install one of the following options, depending on which architecture you are running:

Note: Make sure that you install only the 2008 version of the Redistributable Package SP1 since later versions.
