  2. connect with your e-mail server. Check the message. I suspect it's a hoax or, worse, a scam.

  Yes, it can make a difference.  You had the right idea in the beginning, however.  Increase in performance the most is normally a upgrade memory.  I do not upgrade the processor unless I can almost double the speed.  Passing a dual core for a quad core is a big step up.
